Non-Educational Certificate Attestation (Marriage, Birth certificates etc.) Without State Home Department

Requirements for Attestation

• • Original marriage/birth certificate

The marriage certificate should be attested when you are planning to take your spouse to Kuwait and birth certificate of your child should be attested.

• • Passport copy of husband and wife

When you are planning to take your spouse with you, along with marriage certificate your and wife ’s passport copy also needed to show the citizenship.

• • Passport copy of father and child

If your child is accompanying with you to Kuwait, along with the child’s birth certificate, passport copy of both father and child is needed to show the proof of citizenship.

Procedure of Attestation

Step 1: Notary Attestation

Notary attestation is the initial step of any document attestation without state home department. After the notary attestation, the document can be produced at the center home department for their attestation. Center home department will check the authenticity of the certificate.

Step 2: Home Department Attestation

Home department will receive the certificate from the requester after Notary attestation and the official pass it to an official who can investigate the credibility of the certificate. Once the investigation is over, officials will confirm whether the certificate is genuine or not. Based upon the result Home department will attest the certificate. The certificate will pass on to Ministry of External Affairs for their attestation.

Step 3: Attestation from Ministry of External Affairs

After the Home department attestation, MEA will proceed with non-educational certificate attestation process. MEA will check the certificate and its attestation. MEA will check home department attestation and their remake. Based on the same, they will attest the certificate. By attesting the certificate MEA will confirm the certificate credibility on behalf of India. Soon after the attestation, the certificate will pass on to the Kuwait Embassy for their attestation.

Step 4: Kuwait Embassy Attestation

After the certificate attestation from MEA, Kuwait embassy will receive the certificate from MEA for Embassy Attestation. The embassy will check the certificate and attestation remarks. Based on the same, they will attest the certificate. Once the certificate has attested, they will pass it on to Kuwait Ministry of Foreign Affairs for the final attestation.

Step 5: Attestation by Ministry of Foreign Affairs

After the embassy attestation, MOFA will receive the certificate and they will proceed with certificate attestation based on the remark and attestation done by Indian Government and Kuwait Embassy. Once all the check has been performed by MOFA, they will attest the certificate on behalf of Kuwait and requester can proceed with Visa formalities.

Non-Education Document Attestation (Marriage, Birth certificate , etc.) With State Home Department Attestation

Here, the Attestation Procedure starts with State home department, unlike the above-mentioned procedure which starts with notary attestation. Here State home department will investigate the certificate credibility.

Requirements for Attestation

• • Original marriage/birth certificate

For moving into Kuwait with Spouse, marriage certificate attestation is important and when you are accompanied by spouse Birth certificate attestation is also mandatory.

Procedure of attestation

Step 1: State Home department Attestation

The requester will submit the certificate to corresponding state home department for the attestation of the certificate, officials will send it out to the certificate to its original source so that a detailed investigation can be performed. At the end of the investigation, if the certificate finds genuine, officials from the state home department will attest the certificate. They will pass on the certificate to MEA for their attestation.

Step 2: Attestation by Ministry of External Affairs

After receiving the certificate from state home department, MEA will check the attestation and their comment for confirming the genuinity of the certificate. Once the certificate finds genuine, they will attest the certificate and that will mean Indian government has officially announced that this certificate is credible. After the certificate attestation, the certificate will pass on to Kuwait Embassy for their attestation.

Step 3: Kuwait Embassy Attestation

Kuwait Embassy will receive the certificate from MEA for further non-educational certificate attestation process. The embassy will validate the certificate and its attestation remarks so that they could confirm the genuinity of the certificate. The embassy will attest the certificate once all the check has successfully completed. After the embassy attestation, they will pass it on to MOFA for final attestation.

Step 4: Attestation from Ministry of Foreign Affairs

MOFA will receive the certificate from Kuwait embassy for the final set of attestation, MOFA will verify the attestation from the Indian government and Kuwait embassy to confirm the credibility of the certificate. Soon after all their checks, MOFA will complete the MOFA attestation. This means Kuwait government has declared the certificate as genuine and valid all over Kuwait country.
