The first step of the attestation process is the regional level of attestation. At this level, the notaries verify the documents for their authenticity. If the documents are commercial documents then the Chamber of Commerce carries out the attestation.

After the notary attestation, the home department proceeds with the attestation. The authority to attest personal documents lies with the State Home Department. The State Home Department (SHD), the Human Resource Department (HRD), or the Sub-Divisional Magistrate (SDM) conducts this level of attestation. 

 

SDM is independent of the State Home Department. It can act on behalf of the State Home Department and HRD in rare cases.

The country’s external affairs are managed by the Ministry of External Affairs, so it has an important role to play in the attestation. After the home department attestation, MEA attests the certificate with its signature and seal.

After MEA attestation, the embassy of the destination country proceeds with the attestation process. For some countries, the attestation process ends with this.

Next to Embassy attestation, certain countries carry out MOFA attestation. In countries like Saudi Arabia, the UAE, Kuwait, and Qatar, MOFA attestation is a mandatory procedure. This process is applicable to foreign documents and the documents issued in these Gulf countries.
